Our digital philosophy:
Why Transparence was born
Built on more than 25 years of experience in software architecture and technology integration, our platform rests on the conviction that Quebec has everything it takes to become a leader in digital governance.
What municipal and provincial institutions lack is exactly what we offer them: real-time visibility and automation tools developed specifically for Quebec, all within a sovereign environment.
Our founding principles
Reduce the costs of Quebec's digital projects by giving governance committees, project offices, auditors and citizens a reliable, continuous view of deliverable compliance, from the formulation of needs to the final verifications.
A Quebec public administration where every digital project is readable in real time, where every decision is traceable and where a project's success can be demonstrated with solid evidence rather than asserted through reports based on interpretations or assumptions.
Compliance with legal requirements
Compliance with Law 25 and personal information protection obligations by design, not through after-the-fact fixes.
Digital sovereignty
Quebec-based hosting available to keep public data on our territory and reduce dependency.
Rigour and integrity
An immutable registry with post-quantum encryption that produces verifiable evidence in real time for maximum transparency.
People at the centre
With Transparence, artificial intelligence accelerates human work: data preparation, validation and visibility. But decisions always remain with accountable people.

The problem with digital projects is structural
For twenty years, auditors general, commissions of inquiry and the data have documented the same finding: in Quebec, when a digital project fails or drifts into major cost overruns, it is generally due to a shortfall in verification processes. Transparence provides a rear-view mirror for each of these blind spots:
- 1Needs scoping that is not strict enough
- 2A lack of visibility on work progress
- 3Scope creep detected too late
- 4Decision traceability that is practically nonexistent
Digital sovereignty
Transparence was designed to be deployed according to your constraints. Public cloud, private cloud, on-premises infrastructure or hosting in Quebec: you decide where the platform lives, because we believe your data belongs to you.
In our view, every organization should be able to hold its own organizational memory in order to scope its projects within its own perimeter of control.

The human behind the platform
Olivier Garand, founder of the Transparence platform, is an active member of the AI Brigade of IA Québec and is involved in sovereign AI architecture initiatives. Having built numerous information systems, led teams and integrated artificial intelligence into various products, he holds a deep, holistic understanding of the full range of derailment risks in digital projects.
AI channels, humans stay in control
Artificial intelligence is now accelerating the creation of digital products at an unprecedented pace. But as long as the capacity to verify the compliance of these products does not keep up with the capacity to deliver, non-compliance issues and cost overruns will keep growing.
Transparence's AI plays the role it should: it equips workers to accelerate, structure and flag deviations, without replacing the decisions that involve human accountability.
